To this call we are studying to promote and participate the following proposals:
1) Objective 1.4 ePetitions


Background:

One of the most traditional ways for the general public to try and influence decision-making is by organising a petition. E-petition systems have been introduced in some Member States in order to make it easier to gather signatures from a wider audience. The Lisbon Treaty introduces the idea of the citizen's initiative8, whereby citizens will have the opportunity to call on the Commission to bring forward new policy proposals if they have the support of 1 million people from a significant number of EU Member States.


Tools should be developed that could be used to allow the public from across the EU to discuss ideas and create an online petition on EU issues. Such tools can also be used in a number of cross-border decision-making cases and therefore are relevant not only in the context of the
Lisbon Treaty but also in many legislative and decision-making processes.

Aim:
ePetitions facilitates and supports the transnational platforms to gather of 1M one million Signatures for requesting a popular initiative to EC. We are contacting with ALE to build the consortium and a wide transnational target group. The platform should be build with Open Source Software (Apache, MySQL, PHP, Drupal/Joomla) in base of our experience in virtual communities and collaborative working environments. The transpanational EN platform will be used to organize and coordinate the national/regional multilingual platforms.
A political discussion will be open to validate the paper/digital signatures and the representativity of the final target group.

2) Objective 1.1 eFaristol (eLectern) to enhance the visualisation of the legislative process and stimulate the participation and feedback, based on hand on technologies and applications as Webminar where policy-makers /and/or citizens can propose, invite, organize and carry out sessions of discussion or presentation of works and policies throughout the legislative process. The session are simulate to be locate in the convenient physical (LUX, BXL, etc) and sequential place (petition, draft, etc..) and it is interactive to see the background, actual situation and next steps.
The basic idea is to use our actual method and system of teleconferneces to facilitate the visualisation of the legislative process (map of decision process and history of documents, events and facts) the dissemination and discussion of both sites and actors (policy-makers, politics, representatives and society).
To add to the consortium a group of actors and Legal Experts and organizations is needed
The platform should be build with Open Source Software (Apache, MySQL, PHP, Drupal/Joomla) in base of our experience in virtual communities and collaborative working environments. The platform can be re-adapted to other applications, topics and purposes, for instance to facilitate the digital dialog of eParticipation cluster of project or the same ePractice.eu.


3) Objective 1.3 FUTURNET as EUropean forum to discuss the user/society challenges of the Internet, such as: privacy; identity, reputation, multiculturalism, multilanguage, accessibility, usability, traceability, consensuality, democracy, diversity, generational dialog and other, supported by all the AJAX technologies, applications web 2.0 and federated eServices to create a FOSS, transferable, sustainable and productive Information and Communication Environment.
