Dear Gelu and Adrian,
I have not received any proposal draft from you.
I think it is very late, I expected it on early morning last Monday, and now it is evening Wednesday, i.e. almost 3 working days later.
I have spoken to two project officers today and they have told me that we need more involvement of "first responders" and some "interest" from the EC to fund this project. One of them promised to contact the commission created to coordinate natural desasters crisis.
If they find interesting the project, then we have opportunity to succeed. Otherwise not. By the way, did you mention me that you have contacts with this commission?
Will you attend the conf. call tomorrow at 12h or at 14h30?

Abstract
Creation of a WG to reach an agreement about the metrics to be used to evaluate the IT security achieved by industry,enterprises and public administrations.

Objectives
Organisation of collaborative environment to collect contributions and initiatives
raised in Europe to promote the application of IT Security measures.
Identification of suitable indicators of the success of these initiatives,through
commonly agreed metrics.
Production of recommendations to EU Member States to launch most suitable
successful initiatives in their countries,according to metrics collected in
previous successful experiences in other countries.
The proposal will be launched as a Collaborative and Supportive action,with a
budget of 500K€ to share amongst all the partners.

Abstract

The aim of the project is to set up a Collaborative working group to define the general and specific requirements of an infrastructure to allow:

  • identify crisis situations that require international management coordination support

  • Specify the information to be made available and interchanged amongst the national and international teams, including agreement on its semantic and ontological meaning

  • Specify the physical required infrastructure to support the international coordination.

One of the main objectives of the working group is to specify the parameters and the algorithm to be used by the diagnosis and intervention system to analyse the problems and generate a solution. This will be done through specialised software, in real-time, to process data and technological alarms.

The Federal Foreign Office of Germany will hold an international conference on 'Climate change as a security threat - strategies for policy-makers, science and business' in Freiburg im Breisgau, Germany, on November 6 and 7.

The event will focus on potential conflict constellations caused by climate change and the impacts these conflicts may have on peace and security. Moreover, the conference will bring these issues to the attention of a broader public and support opportunities for dialogue.

In a number of speeches and panel sessions, politicians and scientists will address such issues as:
- security implications of global climate change;
- climate change: challenges for global governance;
- technological responses to climate change;
- municipalities and climate change: responsibility and opportunity.

Conference on Mediterranean Storms in Nicosia 22-24 September 2008

The 10th Plinius Conference on Mediterranean Storms will take place in Nicosia, Cyprus, from 22 to 24 September.

Its objective is to provide an interdisciplinary forum for discussion of the present state of knowledge as well as the necessary advances in research and application disciplines related to Mediterranean storms, such as: the nature and physical processes of these extreme events; expected changes in relationship to predicted climate changes; advanced techniques to observe, monitor and forecast these storms; their relationships to coupled surface processes and effects, with particular emphasis on damaging floods and landslides; and finally the socio-economical implications of these storms.

In keeping with these more general issues, the conference's session will address 12 more specific topics:
- climate change and extreme events;
- storm processes;
- mesoscale modelling;
- remote sensing
- 'nowcasting';
- operational meteorological forecasting;
- rainfall downscaling;
- soil-vegetation-atmosphere interactions;
- hydrological processes;
- operational hydrological forecasting

- societal impacts and responses.

Natural Hazards/Disasters RTD general information

Recent local and transnational disasters have demonstrated to the European Commission and the Member States of the European Union the paramount importance of efficient risk management. The prevention and response to such natural disasters request more and more to pool efforts and competencies from different thematic sectors and technical disciplines of the individual EU Member States towards a common action.


The Action focusses on the development of a better capacity for early warning, monitoring and damage assessment systems for weather-driven natural hazards, as well as for tools for assessing climate change effects, land use change effects, risk mapping and adaptation (prevention and reduction) to extreme events driven by the current climate and expected changes in climate. Modelling is given specific attention with respect to the occurrence of natural events such as floods and droughts, for example in support of the Flood Action Programme. The Action items are geared towards the provision of direct support to the Community civil protection mechanisms and to interventions by the Solidarity Fund. They are also linked to the development of the Global Monitoring for Environment and Security (GMES) services.

Thank you for submitting your ideas to our programme! Nevertheless, the purpose of CAs and SSAs is to promote and support the ad hoc networking and co-ordination of research and innovation activities at national, regional and European level over a fixed period for a specific purpose.

1. which is the research to be coordinated and how? The action seems to be about identifying best practices in the area and, as such, does not fit with the joint call
We intend to find out the impact of the security measures applied to critical infrastructures, mainly its impact to guarantee its continuity of service to the Society.
Traditionally the Risk Analysis apply economical criteria to select the security mechanisms, but in Critical infrastructures, the service to the citizens may be of special relevance, as is the case of regulatory or legal constraints.

2. Our work programme explicitly states also "metrics and benchmarks in support of certification and standardisation". Which standardisation activities do you promote?

Experience shows that first responders will have the most important role in the early response to different types of emergencies (e.g. conventional, radiation, chemical, etc.). Their ability to respond efficiently will have the critical influence to protection of life, health and property, to prevention of escalation of the emergency and to response and rehabilitation at the later stage. Abstract

The aim of the project is to set up a Collaborative working group to define the general and specific requirements of an infrastructure to allow:

  • identify crisis situations that require international management coordination support

  • Specify the information to be made available and interchanged amongst the national and international teams, including agreement on its semantic and ontological meaning

  • Specify the physical required infrastructure to support the international coordination.
