Activity 10.1: Increasing the Security of citizens.
Topic SEC-2009.1.1.2 CBRNE (Chemical, Biological, Radiological, Nuclear
agents and Explosives (phase 1)
The Security theme aims at meeting its main objectives – improved security for the citizens,
and enhanced competitiveness for industry - as substantiated in the topics of its
‘demonstration projects‘ which will be the ’flagships‘ of the Security theme.
Successful demonstration of the appropriateness and performance of novel solutions is a key
factor for the take-up of the output of the research work and its implementation by security
policies and measures.

Technology oriented research in the Security theme consists of several
building blocks, representing three – in some cases parallel, in others
subsequent - routes that contribute to the overall objectives:
- On the top level of the building block structure, demonstration projects
will carry out research aiming at large scale integration, validation
and demonstration of new security systems of systems going
significantly beyond the state of art.
They depend upon the compatible, complementary and interoperable
development of requisite system and technology building blocks of the
integration projects and capability projects.
They intend to promote the application of an innovative security solution,
which implies a strong involvement of end users, taking into account the
relevant legal and society related issues, and strong links to new
standardisation.

3.2. QUALITY, EFFICIENCY AND SOLIDARITY OF HEALTHCARE SYSTEMS INCLUDING TRANSITIONAL HEALTH SYSTEMS
Single-stage submission and evaluation; deadline 3 December 2008
Funding scheme: Medium-scale focused research collaborative project
Duration of 3 years and total budget of 3ME of 75% co-funded

The objective is to provide, in the light of new knowledge, scientifically validated tools to allow
countries to learn from the experience of other health systems and their sustainability, taking into account he importance of national contexts and population characteristics (ageing, mobility, migration, education, ocio-economic status and the changing world of work etc).

We are very glad to have those news from you, and of course we also share the idea that we need to add our efforts.
In fact we already had decided to contact "industrial parks" (je ne sais pas si c'est le vraie nom en anglais) hosting
CBRNE industries in France, since it is a neighbour country to Spain (and Catalunya): maybe in Marseile or Toulouse areas.

In addition, the experience you talk about is fully complementary to our, and I think that with your help we could easily reproduce
the same profile of partners we have designed in Spain:
- Research and training response teams
- CBRNE response teams end users

So, as Ferran mentioned, it would be worth if you could contact some industrial partners interested in sharing response teams
infrastructure and members with neighbour industries. The officer of EC told us that we should add to our team, some industrie(s)
in the Biological area. I know that there are some biological laboratories also in the "Côte d'Azur", but I don't have any major
contact there, and I neither know their relevance in the whole France scenario.
Another good approach would be to design training courses and simulations for nuclear incidents, and put together partners from
Catalan and French nuclear plants, those close to Loire are not so far from the Spanish ones (about 600Km). And in addition we
have the ITER project in the area, which is just a project so far, but I think that the Idea of using some EC resources to evaluate
its Risk Analysis basis, and to design the response teams and infrastructure requirements, taking into consideration the available
knowledge in the area, to minimise the costs and maximise the expertise, will be of great interest to all the involved countries.

A new Call for Proposals for Security Research (FP7-SEC-2009-1) under the Seventh Framework Programme for Research and Technological Development (FP7) was published on 3 September 2008.

In order to support the preparation of proposals, the Directorate  General for Enterprise and Industry (DG ENTR) of the European Commission held an Information Day on 15 September 2008 in  the Centre de Conférences Albert Borschette (CCAB) (Room 0D), Rue Froissart 36, in 1040 Brussels (420 meters from DG ENTR's
BREYDEL premises at Avenue d'Auderghem 45).

SENESCENCE@HOME proposes the overall integration, adaptation and enhancement of the EU co-funded OLDES platform, with state-ofthe-art technologies and low cost ICT components to provide end to end services to elderly with cognitive problems due to age. The project will provide a more advanced and reliable open ICT platform enabling users' day-to-day activities, providing pleasure and comfort, facilitating communication with their social environment and supporting end user's training to cope with their problems. The advancement of the platform concerns its openness to systems and technologies, the ability to support end users while indoors as well as outdoors and its ability to support different categories of elderly people suffering from cognitive problems. The reliability of the platform will be ensured in the realm of a pan European level scale deployment in five pilot sites in five European countries with different categories of users.
